Clandestine Bloc Meetings

During the rapid, “final phase” transition of nation-politics to bloc-politics, a number of cities were the customary sites for the often circumspect meetings held in the advance of the formation of the blocs themselves. Often these meetings were held in cities so international in nature, that the often large gatherings of the highly-placed representatives of an incipient bloc’s nations did not attract any undue attention. New York City was host to more of these meetings than any other: the colocation of the United Nations and Wall Street provided ample “covering reasons” for large, collective delegations when the blocs (as they sometimes did) wished to keep their initial steps of formation confidential.
